Summary of Improvements
The rated measuring voltage can be applied to a low-resistance range. This allows Model 3213A to meet German product standard VDE0413.
Safety features are improved (e. g., double shielding, a withstanding voltage of 370OV, and an error-input protection circuit). These model changes were based on the IEC 1010 with respect to safety.

The criteria for insulation quality are determined by the insulation resistance and the minimum rated value of the leakage current.
Insulation resistance is generally measured under conditions similar to actual working conditions. However, the voltage which can be applied to the terminals may be less than the rated voltage due to a considerable degree of deterioration of the insulation surrounding the object being measured. This is because, in a measuring instrument, an internal resistance which becomes greater than the resistance of the object prevents the measuring current from having sufficient intensity. Therefore, it is requisite that the measuring conditions be correctly reviewed and understood to judge the measurement if the insulation has deteriorated. The resistance-voltage characteristics of the 3213A are shown in the figure below. As shown in these characteristic curves, the 3213A assures that voltages can be applied in measurements of objects with low resistance due to deterioration.
